GC Photo unused?

Hi there,
I had my CP interview @ Chennai on June 26th. I submitted three immigration style photos and the consulate returned one photo along with my passport (same for my wife). Is this normal? In that case why do they ask for three photos? I entered US on july 24th (SFO) and till now I haven't received my GC or welcome letter.

Only 2 photos are reqd. by them, so they returned you one.
You will get the card soon.
