GC North Carolina Labor before year end ?

I have just started the process to apply for GC-RIR EB2 from North Carolina. If I rush, the paperwork might go in 2 weeks. I am very concerned now about the whole PERM/NPC's etc. Should I go for it now or wait until Jan 2005. What are the pros and cons waiting vs not waiting.

Please help.
