GC holder wants to marry girl who is in India

I am a GC holder and am contemplating marrying my chosen girl. But she lives in India. What is the procedure for her to come to the US in the shortest possible time? Should we marry in India and file petition with the US Consulate in India or should I ask her to come here on tourist visa and get married in the US? Can she stay with me ultill the application for her status is approved? Many thanks
