GC holder can File at New Delhi For their Spouse

Recently, I found out from friend of mine that if Green Card holders live in India for 90 days. He or she can go to New Delhi and file for their spouse. So, after filing at New Delhi, Indian origin spouse will receive his/her visitor visa. But they will receive after 6 to 7 month since the date they file. They will receive one year visitor visa to live with their spouse.

This is the information I received from my friend and I would like to know that if anyone out there know about this process please post your reply.
