GC for Stepchild

I entered and currently here in the US on F1 status. I was married to my GC husband last 2007, then he filed I-130 on 2008, and now, my husband's naturalization is currently pending which was filed Jan.`09.

Q1: We wanted to bring my 6 y.o daughter here in the US, she is in the Philippines right now. I have her birth certificate which doesn't states his father's name (he didn't accept our daughter, that's why I didn't put his name on the BC of my daughter). Do we still need to have a letter from my daughter's father saying that he allows me to bring our daughter here in the U.S???

Q2: My husband's going to file for my daughter's I-130. How long will it take???
 
Q1. It can not hurt to get the letter wether it is needed or not.
Q2. It really depends on the country if you direct file or have to go through NVC but it should right around 12 months in most cases.
