GC for parents

Hello Guru,
I applied for GC for my parents. When I sent in I-130, I sent my birth affidavit along with it. Now I get an RFE which asks me for a document which they want to see that I don't have a birth certificate.
When I applied for I-485, I didn't send a copy of the non availability certificate, where I sent only a birth affidavit from my parents.
Can someone tell me where I should get a non availability certificate, from the government officials or from my parents(notarizing it).

Non availability certificate should be from Municipal office from your place of birth which would have issued your BC.
