GC for parents

My brother is a US citizen and has filed I-130's for both my parents. He stays in California and so he filed there. My parents are in India. The notice date was May 13, 2003.

Neither myself nor my brother were aware of the rule that the GC applicants cannot travel to US while their GC is being processed.

Now, if my parents want to come visit us, is there no way at all?
I have also heard that even if they get visitir visa, they may be sent back to the home country at the port of entry.

The current processing for California is Feb 2003. How does the processing times work? Is it 1-1 day? That means can I expect to hear from INS after 3 months?

If anyone has been in or knows of such situations, could you please share your experiences?

Your parents will find it very difficult, if not impossible to get admitted into US while their immigrant petitions are pending.

Processing times usually do not work 1 to 1, the dates move quite randomly depending on the workload and priority assigned to the particular service center.

Practically speaking you can expect them to get an interview in a US consulate for an immigrant visa in the end of this year/early next year.
