GC for parent without birth certificate or Affidavit

Hi there,

We are trying to obtain a GC for my parents through my brother who is a US Citizen. However my dad was born in 1936 in a small town called Lipcani, which used to be part of Romania and now is in Moldova. He fled in 1938 (he was only 2 years old) because of WWII. He lived in Venezuela the rest of his life until now. Unfortunately he has no birth certificate, and we don't know of anyone older than him from Moldova/Romania who can provide an affidavit of his birth.

We are trying to work with the Moldovian authorities, but realistically what chances are that a document which is 70+ years old is still available from a town that has seen countless wars. This means there is no record of him living there.

We already tried applying with affidavits from people who have known my dad for decades, but the USCIS put his case on hold until we could find a birth certificate or 90 days, whichever came first. My Dad has had visas for the US and he has always stated he was born in Lipcani and never had any problem until now.

If anyone has any ideas of how we can proceed I would greatly appreciate it.

Couple of things.
1. Whatever Country passport he is holding, why don't you contact the Embassy/Consulate in the US and request a statement attesting to his birth.

2. Contact your local congressman and write a letter explaining everything in detail.

3. If your dad does have the U.S visa, what birth cert document did he use while applying for the visa?

My parents are in their 60s and have had a tough time getting a 'Non Availability Cert' since there are hardly any records pre-1960s in India.

On 1) He has a passport from Venezuela, so not sure how they can help. But you are right does not hurt to ask. Though I believe my parents checked while still in Venezuela to no avail.

On 2) Will do

On 3) They only asked for passport and valid local ID. Go figure!

If anyone else has any input, I would appreciate it.
