GC for my mom : Advise please

I got my GC recently... I believe, I know I cannot apply for my Mom. I need to be a citizen.
But a friend of mine (he came to US 25yrs back) said he applied for his Mom's GC about 20yrs back when he got his GC. I believe that must be the old rule (i.e You can apply for your parents when you get your GC).

Can I apply for my mom??????
 
and wait for 20 years?:)-will take less time to sponsor after becoming an USC.
The ans to your Q is no, you can't sponsor your mom before you become a citizen.
