GC for mom

Hi, I would like to call my mom permanently to the US. What would be the fastest way to go about it. I have a GC but am still a few years away from my US citizenship. My moms sister is a US Citizen. Is there any merit in applying through her to get the process going. Should I wait for my citizenship before applying for her.

First become US citizen, then apply for her GC.
