GC for father; father divorced

The city records office claims that a marriage certificate cannot be reissued for technical reasons (apparently lost original records). It is unlikely to get them to
state this in writing.

Any suggestions?

yes, provide more information on the situation. (based on what is your dad applying for a GC? through you?)

If he cannot get a marriage cert anymore (weird situation anyway), perhaps a divorce decree might do. Still, try to get the city to write a letter of non-availability for the marriage certificate. Also, still provide more info on the situation plz.
 
- He is applying through me (I am a citizen).

- He *can* get a document about the divorce or a document stating that he is divorced. (I have my birth certificate too). However the instructions specify that they need another document:

"A father: provide a copy of your birth certificate showing the
names of both parents. Also give a copy of your parents' marriage
certificate establishing that your father was married to your
mother before you were born
, and copies of documents showing that
any prior marriages of either your father or mother were legally
terminated."
 
Does you dad have any actual paperwork from the divorce (there must be something he signed to make the divorce final). I have no experience with divorce decrees, but i'd imagine that they state the original date of marriage.

If the place your dad needs to get a copy of the marriage certificate really can't come up with a copy, I would strongly ask them to write a letter of non-availability stating the reason why they can't produce one. (whatever the reason, it is their fault if they don't have their administration in order)

If you can get these two things, and provide a cover letter explaining, you might be able to get by.
