GC filed for brother who is india, file in 2011 more than 10 years ago. still no status change last 10 years.

Do all green card family based for siblings/ brothers only goes to california service center?

I 130 filing went to california and assigned a number starting with WACXXXXXXXX

F4 visa number availability is almost always determined by priority date rather than uscis approval. If you look at the visa bulletin you’ll see they are up to September 2005 for sibling visas for India (chart A, https://travel.state.gov/content/tr...in/2021/visa-bulletin-for-september-2021.html )
You likely have a good few years to wait.
