My mom got her green card denied. We received the letter from the field office that her medical report was incomplete. Specifically the doctor messed up with the vaccines. My mom is 71.

Now I am really confused if can can file i-290b to reopen the case or I should reapply for the adjustment of status? I have been reading about the motion to reopen and it says that if you file i-290B you should submit new evidence that at the time of the submission of i-485 she met all the criteria. Obviously, she didn't. Because she didn't have all the required vaccines. Now I am confused what I should? Can I still file i-290B?
