GC denied- another extension? help

My sister's GC was denied (she is a NY licenced RN) as she was not able to pass the english test.

She asked for an extention and it was approved, but she failed the test again. The extention just expired too.

What should she do next?

1. File for another extention and try the test again in the US?

2. File for another extention and go back to her country and write the test?

If another extention is not approved, then what?

1. Should she go back to her country and start the process all over again? what is the process from outside US? how long would it take?

I am a citizen in this country, is there anything that I can do?
 
from your previous post, she has a H4visa.

just let your sister pass the exam first before reopening/refiling the AOS application.

If your sister's total H1/H4 time has not reached 6 years, she may apply for H4 status again if she is a dependent of an H-1B holder. You need to talk to an experienced lawyer since CIS may not count 485 pending as a status for status transfer even though it is legal to stay and work with 485 pending.
