FYI: FBI Name check, here is how it works!

I found below statement and the link to the entire Congressional testimony from July 10, 2003 about how the FBI name check system works.

"Approximately 85% of name checks are electronically returned as having "No Record" within 72 hours. A "No Record" indicates that the FBI's Central Records System contains no identifiable information regarding to this individual. By agreement with State, partially due to our concern about the time factors in approving most visa requests, a No Record equates to a No Objection to the issuance of a visa."

I found this long time ago. it can give you some idea.But, when you stuck in name check for more than one month, what you can say? you are the unluck 15%? how about 2 months? 3 or 4 months? you are the unluck 1%?

what we need is a maximium time limit, not just percentage.
 
how does one reaaly know if he/she is stuck in name check? Does the online status say "awaiting FBI check". Is 140 not getting approved for a long time an indication of stuck in name check?

you can find out this by calling uscis. once you know that you are stuck in name check, it stops here. you can not find any further information from FBI. They will not answer your emails or calls. if you can find a congressman or senator who is willing to help you, you are luck. even this, they can only tell you that you are stuck in name check and will not expedite it for you.
