Unlike RoW, India EB3 is very dependent on overflow from EB3 RoW. Because the per country limit is merely 2800 and applicants are many times that. Due to large number of 245(i) applications filed in Apr 2001, India EB3 is likely to be stuck there for a long time.
I know many people will say we don't know the exact number of 245(i)'s from India. Sure we don't. But nobody's arguing there aren't at least tens of thousands (if not hundreads) and you have to count family members to at the top of that.
I see "absolutists" arguing that unless you know each number exactly you cannot reach any conclusion at all. You can overcome that limitation by using very conservative numbers for everything and even that tells us unless RoW is current, India EB3 will be stuck in May for many many years.
It can temporarily creep beyond May if BEC's take too long in approving 245(i), but that'll be only temporary.
That's why if RoW is Oct 2001, India EB3 PD can't be June.
However, I do agree with the last part. Why not look for the best! I'm optimistic that the situation wil be resolved one way or another, either by SKIL bill or I'll win Nobel Prize for Perl Programming and move to EB1
