Fujie Memo effect on 140/CP

Im trying to understand the memo on cases that are applied as 140/CP
My 140 was applied in Nov 2003 and i have opted for CP,
according to the memo since the case has not been touched i should not wait like concurrent filers rather be treated as 140 standalone right ?

Yes, your I-140 application SHOULD be treated as a stand alone.
Each service center has a certain latitude as to how they implement guidelines and memos. And as this is a relatively new memo no one can be certain about how it will be interpreted.

Keep your fingers crossed and as your case was filed in Nov 2003 so it should be near approval.
