I don't pay that much attention to what the USCIS says about frontlog. Trying to be cautious and avert any possible lawsuits when they publish real dates, these svc centers publish dates that are not true or skewed. Look, for example, at this thread - July receipts at - http://www.immigrationportal.com/showthread.php?t=261629 , and you will see few people, with dates in July, who got receipts from TSC.
Its becoming more and more common not to rely on what USCIS says, but depend on forums such as these for more accurate and reliable info - at least for processing dates.
