From H-1 to F1

Hello folks

A friend of mine got laid off recently, he was on H-1 status. He would like to go back to college F-1 status. He was benched (not paid) for the last few weeks before he was laid off. Does he have to submit pay stubs for the last 30 days before he can apply for F-1.
