Free Profesional Services outside current H1B with an employement

Can any body answer wheather i can disburse profesional serviceses while i am on H1B with one comany. Here is the situation i am Registered Profesional Engineer and i have an authority to use me sign for plan approval. I am working with an company on H1B and my friend need my service. - Can I sign the plan?
I am not taking any money ...... If yes then under what scenario

NO. H1B only allow you to work for the sponsor employer. You can not do anything else even for free since those work could create a job for US citizen.
If your company signs for your friend, that is fine. But I am sure it will not be free.
