FP: Who accepts or rejects it!???

I did FP yesterday, and I called FBI tonight. A lady said that the FP has good quality, and has been sent back to INS. I asked her if it\'s "CLEAERD" or not, and she said she can\'t say; She said i should call the INS about that. I was confused: Does the FBI or INS have the right to pass or fail your FP? From the phone conversation, it seems to me that the FBI just identifies the Quality of the FP, but the INS receive or refuse your FP! Anybody clear about that? Thanks in advance! Bert
