FP rejected twice, what is the next?

FBI rejected my FP twice, I don't know what is the next step for me to do. I haven't received letter from INS.

in msot case after 2nd fp rejected, case transfers to local office. and they ask / instruct to get Police certf. cehck /search thread here. and don't worry its not weird, many ppl went through without any issue.
