FP rejected for 2nd time,need help

Hello all,My wife's finger prints were rejected twice by uscis and they asked to get a police clearance for the last 5 years. I have been living in California for the last 5 years but in different cities. How to get this clerance in CA?

Basically, you will need to reach out to police departments in all cities you lived in.
