FP Notice with RD & ND 8 2000

Many of us are Current, have received our Finger Print notices and have RD and ND after 6/2000.
Still others with RD & ND between 9/99 and 6/00 have not received and FingerPrint notices.
1)What will the INS do and how does this impact these two scenarios??
2)Since FP are given ONLY for cases ready to be processed, will ALL those that received FPs (regardless of this blunder) get their cases completed within 4-6 months which has been the past trend??
