FP received before 140 approval

I got my FP notice yesterday and FP date is on 5/17. I've seen very few cases where FP notices have been sent before 140 approval. Is it normal? Can anything be concurred from this?

My FP was completed before my 140 approval. I know of alteast 5 others who had the same thing happen to them. Do not worry, getting the FP is a good thing. The good news is that everyone (including me) had their 140 approved within a month or two after the FP. Check my signature for details and congratulations on the FP notice.

I received FP notice scheduled for 04/28/05

(Though I have a pending RFE on 140)

PD: 09/2002
Concurrent Filing : 12/28/04
AP : AD 02/07/05
EAD : AD 02/14/05
I140 : RFE 02/28/05 (My company yet to respond to RFE)
RFE is about
1. Company tax returns and w-2s for all employees for 2000, 2001, 2002, and 2004.
2. Educational evaluation.
