Does the FP notice depend on place of residence + INS service center or just the place of residence? In other words if one has filed in VSC and another has filed in TSC on the same date and if both are living in same state say TX, will those two get the FP notice at the same time or will it depend on service center?

It depends on place of Residence.
It matters where you live. You may work and live in VSC area and employer may be located in TSC. In such case employer, obviously, file in TSC, but you receive your FP from VSC only. I have seen couple of cases like that in this board. TSC and VSC will coordinate what you are upto and further.

It is a combination of both
If your 485 was applied from one service center and you live in another service center, two things happen -
the first service center has to schedule your FP - which is automatically done by a system
then this is transmitted to the second service center - which generates your FP based on the workload at your local center for FP
That is why people staying in the same place but applied at different service centers get different dates for FP and people who applied at the same SC but stay in different cities get different FP dates.
