fp notice and on-line status message

I got the following message from on-line case status check:

On December 8, 2003, we mailed a notice requesting additional evidence or information in this case. The notice explains in detail what additional material is needed. If you have questions about the notice, what is required, or if 14 days have passed and you have not received the notice, please call the National Customer Service Center at (800) 375-5283

it appears like a rfe notice, but so far I only received 2nd fp notice at this time frame. Does the message above means a fp notice? if anyone else has the same experience, please share. thanks.
