FP not received!!!

I become concerned and frustrated for not yet receiving FP for our 485 Applications. My detailed 485 info:
EB2, PD: 2/96, RD: 10/14/99, ND: 10/21/99, Country: China.

I understand that IIOs are busy, but I really don\'t want them ignore or even screw up my case. Is anybody out there with similar PD/ND not receiving FL? Will it be helpful to call the IIOs? Is it true that INS has stopped to send out FPs to all Indian/Chinese? Any news or advices? ...

Yes it is true for INDIA/CHINA
There are a bulk of people waiting for
FP with oct 99 and later dates
