FP first or REF

Hi everyone,
I am just curious, which order does the BCIS follow, do they send the FP notice first and than the RFE or the other way around?
May be someone can share personal experince. I do know someone who got his RFE before FP.

In most instances here in this forum the experience is (including mine) FP first and then RFE after about three months....
