FP expires in 15 months , when does it start counting?

The finger print was done in November 01 and INS received results in January 02, which date does it start counting for the 15 months period? If it is the Nov date then it means soon I have to do the FP again (which means several more month of delay)

RD 6/7/01
ND 7/25/01
FP 11/27/01
1st EAD 9/6/01
2nd EAD 9/6/02

Where is the hope?
