FP can only be issue if PD is current, wrong!!

I know atleast 10 guys in EB3, VSC, India, PDs are Apr 97, Aug 97, Sep 98, Oct 98, Nov 98, dec 98 i.e. NOT Current. NDs are 09/99 and 10/99. They gor their FP notice 2 weeks ago, and FP done already. So this is very wrong that VSC is not sending FP to those, whose PD is not current??

Any argument on this??????

FP may be issued.But I guess for I-485 approval,the date needs to be current.
