I went to receive my cousin yesterday. He was coming back from London to San Francisco. He is working on H1 with all stay legal during the period. He changed his job an year back but doesn't have VISA sticker for new H1 approval. He was also carrying his paystubs and job letters along with new H1 approval.
He was asked by Immigration officer to get finger-printed and photographed at Airport and appear in INS after 30 days for interview so that they can make sure that he is fulfilling the stay requirment. The officer was polite and said this is some new procedure called "Special Registration" for certain countries. It took him around 45 mins to finish FP process at airport and then officer put a FINS# at the VISA stamp also. Officer also gave him around 10 pages and said you can read the procedure for Special Registration. I just checked the INS.gov site and found Special Registration. He is a Pakistani but Pakistan doesn't come in the list but i think officer can ask anybody these days to follow this procedure
