Do you need to file form I-864 for marriage visa or green card?

Also, can you leave the country while the application is being processed?

It's clearly stated in the instructions.
Your sponsor needs to file I-864 with your marriage-based application (to get married, you guys just need an ID).

Also, unless you hold a valid H or L visa, then you have to obtain Advance Parole before leaving the country while application is pending.
 
First, go to www.uscis.gov and read all the information about "How to become a permanent resident while you are in the US".

1. If you are adjusting your status to permanent resident in the US and you are family based green card, your sponsor must file the I-864 so you can include it in your Adjustment of Status package. There is no such thing of "marriage visa", you can apply for permanent residency through marriage of a USC or LPR.

2. I think you are referring to adjust status. If you are in AOS and you have not overstay more than 180 days (to avoid the ban of 3/10 yrs) you can file for Travel Document to be able to travel.
