In answer to your PM, your mailbox is full so I am posting here.

I would be starting the process to get police certificates very soon (perhaps even now) now if I were you. You might be called for a December interview still and even if yours is delayed until January the police cert will still be valid.

Here is what the USCIS instructions say for Uganda:-

"Police Records

Police certificates may be obtained by writing to the Director of CID, P.O. Box 2973, Kampala. Requests must contain correspondence explaining the need for the certificate, fingerprints taken at a police station, and photocopies of pages 1-5 and 61 of the passport. It takes approximately two weeks to obtain the certificate. Fee: Ush 50,000."

So it sounds like you need fingerprints taken first. Perhaps other selectees from Uganda can help describe the process...

The whole thing is done in Kololo at the Interpol Office. The best way to get to Interpol is to board a taxi for Jinja road (that's maybe heading to Kireka or Luzira... wherever and jump off next to Hotel Africana (before the roundabout). There are some bodas next to Hotel Africana and they will charge you between 1500 to 2000 to Interpol (they know the place so well!!!).
At interpol, you will be given two payment vouchers; one for 15k and another for 50k; and you need to make the payments in Stanbic, the branch next to Parliamentary Avenue. They will need your 2NL, a copy of your passport and i think a copy of your ID.
That's it basically; if i remember anything more, i will let you know.
True, you need to get rid of some of the emails in your private box. I also tried and failed.
