These links don't take anywhere, but a blank page.

If u cut and paste the link address in the URL / address field, it fails to find the site/page.

Oh, my...

It seems that the links expire after certain time. I'll try to fix the links, if I can find more permanent links to this info. I found the information by searching for "change of address" AND ar-11 on http://www.access.gpo.gov/su_docs/aces/aces140.html and getting the document fr26jy02P Address Notification To Be Filed With Designated Applications which is the document which I was referring to.
