Following-to-join - time limit ?

My wife (from Philippines) and I (from Germany) have been in the US on H1/H4 visa since 2001, and received employment based green cards in 01/2005. She has two minor children (15/17) in the Philippines that we would like to bring to the US now.
The wait time for I-130 applicants from the Philippines is quite long, so we were wondering if the children might qualify for following-to-join benefits.

My questions:
1. Is there a time limit on following-to-join benefits, i.e. can the children join us now that we've been in the US a considerable amount of time already ?

2. The children were conceived out of wedlock. The USCIS has some weird wording about "children being the product of a marriage", which they were not. Does them being illegitimate prohibit the sponsorship / following to join benefits ?

I dont think it matters if they were born out of wedlock or not as long as they are her children she can apply to have them FTJ. There isnt a time limit either, as far as I know, as long as it's all initiated before they're 21. I did some research on the whole marraige vs out of wedlock thing because the uscis has some confusing ftj instructions on their website but the dos foreign affairs manual explains it a little better.
 
Thanks for your answer. I guess we'll give it a try and see where it leads us. Do you have to happen a link to the wording in the foreign affairs manual ?
