It looks they are not going to touch I824 ( follow to join). It used to be approve within 15 days but not nomore.

Someone told me it isnot necessary to approve I 824 to bring your dependent once your green card is approved. Do you guys have any idea how to bring dependent without having I 824 approval.

Is it possible to contact Consulate office directly with approved documents.

Yeah, they are still processing Feb 2002. Havnt changed for last several months. But it seesm you can directly approach the consulate. Write an email , they are good at responding to emails.
 
15 days??? Dude! That's unheard of!! When one of my friends got married, he had to wait over a year to get his wife here. And, another friend had to wait for almost an equal amount of time even though he is US citizen.
You may bring your wife here on H1B if possible and then try to apply the follow-to-join once she is here. That's pure speculation though, I am not sure if its even worth an attempt. I don't know how else you could do that since F1 is ruled out because of non-immigration intent.
Nevertheless, I am curious as to how the consulate can process the application before the service center sends the papers. Perhaps it is possible considering the spouse is abroad. It'd be interesting to know. Kindly keep us updated.
