Can you please help me..Need some clarifications on follow to join benefit. How will i know if i am eligible to apply for it. Here are details of our case:

1. My wife is granted a visa thru employment. She entered US may 2009. She was interviewed and granted a visa feb 2009.

2. I am a permenent resident of canada, and i went back home (manila) so that we can get married. We got married march 09.

Question 1: What will i do if we are eligible for "follow to join"?

Question 2: Where is my spouse going to file her petition? Manila or Canada?

To benefit for follow to join the relationship marriage in this case must have existed before she got green card.
 
thanks for your immediate reply..just want to clarify..existence of relationship and marriage took place before green card was issued to my wife. she entered US may 2009 and we got married mar 2009.
