Nope. It doesn't have to be...You can send it via regular mail and you'll hear back from them in about 2-3 weeks

Will filing FOIA itself leave trail in Name check?
My N-400 has been in pending for almost a half year; I'm considering filing FOIA to check if there was any record.
My concern is: Will this filing itself create some record for Name check? Since the name check also hit on administrative records.
