FOIAP "no record" means CIS never made inquiry?

I have been stuck in name check for 1.5 years. (CIS always responded to my status inquiry as "FBI name check pending".) I received FBI FOIAP Apr 29 2006, which states "No record".

I have the understanding that this means there is no record in FBI majorly indexed to my name. However, a few of my friends told me that this means CIS has never made inquiry to FBI to check my name. They said if there was, there would be a record saying CIS checked etc. They said "no record" means there was something wrong in CIS's communication with FBI and the name check inquiry did not went to FBI at all.

Is that true? !!!

Dear Friend:

I got the same reply from FBI, too. still stuck in name checking for more than 1 year. INS did search FBI already. As I was told, we maybe stuck in CIA this time. There is another checking called IBIS, please wait patiently, God bless us. poor bro.
 
There are other factors as Cody2 said.
Your local congressman or other reps can check if your
name check is actually happening or not...
