FOIA Question

Hello Gurus,

1. Where to apply for FOIA request? In the service center where our
applications are pending or to the local office? I read in the forum that
some one has sent the request to local office and got it in 4 weaks (This
is kind of old data though as it was applied in dec 2004).
Which one is faster?

2. How long does it take to receive the copies.

3. Is this request going to slow down the I-485 process?

4. I have the copy of ETA-750B. Are the title and skills mentined in this
form safe to invoke AC-21?

Please help.
