I don't think there is a definite answer to your question.
Gernerally the RIR track is much faster than regular (latest statics RIR 06/02, regular 04/01). But there are postings that RIR is more strict than before and regular has improved some. No matter you are in Miami or Tampa, they should be same since cases are filed at same place. Of course, advertisement on newspaper may make some difference due to your locality. At our company we had three people filed last year, the guy who filed last got appproved first, more than a month earlier. It took me 10 (FL SESA + Atlanta)months from starting to talk to attorney till I got LC. Even the attorney did not know when it was transfered from FL to Atlanta. That's all I can tell. Good luck.
