First time H4 stamping in Canada/India for foreign passport holder

I am currently on F1 status and wish to get my H4 stamped in Canada (first choice) or India

* I am Indian by birth, but hold a foreign, i.e. non-indian passport
* I am obtaining an H4 stamp for the first time

Has anybody been to Canada (or India) under similar circumstances to get their H4 stamped?

Have there been any issues at the consulate?

If anybody has experiences/information, please share it.
