first time H1 stamping in Canada

I came to US o B2 converted to H1 and would like to go to Canada for 1st time stamping. Have been hearing that in my case i cannot do 1st time stamping in Canada and the chances are that i will be redirected to go to home country and never be allowed to come back to US. Can someone please confirm this, iwould appreciate if anyone of you can advise me based on your experience on similar situation too.

Are you concerned that you switched from a visitor visa to H1-b?
I am going to Canada next week to get H1-B stamp (first time). I converted from J1-visa to H1-B.
I have read that a/c to general rules etc, when converting one visa to another, one has to go to home country (of passport). But then I know hundreds of people who have gone to Canada for first time H1-B stamps ( either from J1-visa or F1-visas) and havent had any issues. Another general rule or requirement is US higher level education to get H1-B stampped from Canada instead of home country.
 
The no third country national COS stamping rule is relatively new so that people could have gotten the CoS stampings in years past.
