My father has the green card. He applied for the reentry permit two months ago. When he was fingerprinted at the local INS office, the technician said one of his fingers was dry and he might need to come back again if the fingerprint taken on the optical scanner was rejected by the FBI.
We told the technician that my father would leave the US soon. The technician was very nice. He took the the fingerprint in ink on a fingerprint card and said he would submit the card if the scan results were rejected.
Today we received an I-797C notice saying FBI was not able to process the fingerprint card. My father has to have the fingerprint retaken. The problem is that he has left the US.
Can reentry permit applicants have fingerprint taken at US Consulates overseas? Any suggestion? Thanks!
