My wife received her 2nd Fingerprint notice. I don't. I am the primary application. How can I know if INS send out the notice or it is missing on the way? Is anyway to check this?

I am in the same boat. I gave a call to CSC, and the lady on the other side of the line told me she can do nothing about it and she know nothing more than we can see from the case status. and I believe her.

I think it's a game, just like the terrorist alert.
 
No worries, INS pretty much works like this, there is no logic or sense in what they do. Hopefully you will be receiving your FP notice soon. Keep checking the case status to make sure that it is not a case of the mail getting lost. But other than that, when your case is picked up for adjudication you will be sent a FP notice. It is just that your wife got lucky. But as they are pulling up her case, yours will also get tagged since it is a primary/derivative case.

I am in the same boat too. My case is transferred to CSC from TSC on last month. My wife received her 2nd FP a month ago [I am the primary] but I didn't. Surprisingly on May 21st there is a RFE generated on my case! This means my case is touched isn't it? But I still haven't got the FP! Will INS adjudicate cases without 2nd FP?

INS will NOT adjudicate without 2ndFP, but I definitely recommend reply to the RFE ASAP. Because once you reply to your RFE, they will take it all the way to approval and send your 2FP notice. In which case you are home free. As soon as your fingerprinting results are in, your case will be adjudicated.

According to our attorney there are cases that got approvals without 2nd FP. It was very common in past. It got very strict and kind of mandatory only after 9/11, but still not 100%.
