Fingerprint notice

Can someone please tell me whether it's the service center, or the DO is in charge of sending me the fingerprint notice? My PO is 3/10/05 NSC, and to date I haven't yet received fingerprint notice. I was told by the custmor service it's the DO that'll send the notice, and since their processing date is way back in 2004, I shouldn't expect it anytime soon. Although I had the impression fingerprint notice should come from service center.

Also, if I call the 1800 custmor service number, will they be able to tell me whether the fingerprint notice has been produced or sent?
