Fingerprint Notice - for Children

I received the fingerprint notices for my children. They are far below 14 years. Is it common to receive this kind of notification for the children too? When I spoke to my attorney he said that they should not be finger printed.

What should I do? Should I ignore the notice or should I have to call any specific number to inform them of this notice and get some clarification.

Did anyone face a similar situation?
