fingerprint notice check

How can I check if they already sent my fingerprint notice to me and for some strange reason I never got it. As I can notice in this forum, some people with ND in March and April 2000 got their fingerprint notice. My ND is Dec 99. Any toughts/help?
 
1-800 number is useless. Anybody have Nebraska phone number?

My Notice is under my lawyer address. Do you think this might be the problem? I'm prety sure they have my correct address, but again, who knows what they are doing over there. Maybe I should do a change request just in case? Or send a letter?
