Fingerprint check after interview

I am a US citizen and married my wife in Mumbai, India. We were able to do direct consular filing in Dehli which helped alot as far as timeframe for I-130 approval. It basically took 3 days vs 6 months if filed in Vermont. After approval the case was forwarded to mumbai consulate. Packet 3 was sent to us and we filled out everything and sent it back. Eventually we received packet 4 and appointment letter. My wife went into the interview was basically treated very rudely by the embassy staff. They put the case into pending status for a couple of small things. We brought the items back the same day and were told to come back in 2 days to pick up the passport. When we did a new pending notice was given to us asking for numerous documents which had no relation to our previous submission. We again submitted all of these documents and were waiting for the visa to arrive by courier. After 2 weeks they send the passport back with no visa and state in a letter that they completed their administrative review and she needs to come in for fingerprints. She just did the fingerprints yesterday and they told her they will call her when to come back. 2 questions, 1. does this mean after the prints come back the visa will be issued as long as prints are clean. 2. how long will this take, they took all ten fingerprints electronically.
